The Ministry of Solidarity and Health and the Agence de la biomédecine announce a new action plan for organ and tissue procurement and transplantation 2022-2026

The French Ministry of Solidarity and Health and the Agence de la biomédecine announce the adoption and publication of the 2022-2026 ministerial action plan for organ and tissue procurement and transplantation, drawn up with input from all relevant stakeholders (institutional partners, learned societies, user associations and healthcare professionals).
Weakened by the health crisis, despite the commitment of healthcare professionals, the organ procurement and transplantation activity (-25% of transplants by 2020) required a strong and lasting impetus. For the first time, the new measures defined for the period 2022 - 2026 will be supported by additional funding of €210 million, bringing the total commitment to organ procurement and transplantation to €2 billion (an increase of over 10% on the usual budget allocation). The objectives, set on the basis of modelling, are both ambitious and realistic: they define a growth corridor, within which the trajectory of the players will have to fit.
Five innovative measures will be deployed under this plan:

Professionalization of hospital sampling coordinators through the use of advanced-practice nurses, increased staffing levels and reinforced audits and training;

Assertive development of multi-source harvesting to offset the downward trend in the number of brain-dead patients. This effort will involve, in particular, the continued deployment of the Maastricht III protocol[1], the intensification of living donor procurement and the development of pediatric procurement;

Revising the methods used to finance organ procurement and transplantation activities, to make them more attractive. At the same time, for both organ procurement and transplantation, the plan calls for greater transparency in the allocation of funding;

Creation of performance indicators to assess the quality of the organization of organ procurement and transplantation, to mobilize hospital management and to reward teams that are making progress or maintaining a high level of performance.

The creation of a "harvesting and transplantation" referent in each regional health agency (ARS) to oversee the plan at regional level, according to the specificities of each local context.
The implementation and achievement of the objectives of this new plan will be regularly monitored by a committee led by the Agence de la biomédecine, comprising representatives of the public authorities, the French health insurance system, health establishments authorized to carry out transplants, learned societies and relevant associations.
