This organization is enriched by cross-functional centers of excellence, in research or data, for example, which provide diversified expertise and an integrated approach to the agency's various fields of intervention. This enables the agency to respond to the challenges of bioethics in an innovative and highly operational way.

The agency makes every effort to ensure that patients have fair access to care, backed up by a solid local network. The agency's regional departments coordinate actions in the field, regulate sampling, and provide training and awareness-raising for healthcare professionals. The agency has also set up regional steering of ministerial plans, in collaboration with regional health agencies, to provide a response tailored to specific local needs.

The Agence de la biomédecine relies on three bodies to carry out its missions in its areas of competence: a Steering Committee, a Board of Directors and a Medical and Scientific Council. Each of these bodies plays a distinct but complementary role in guiding, evaluating and regulating practices, within the framework of the French bioethics laws.
