The Agence de la biomédecine's missions in the field of neuroscience are defined by the French bioethics laws, and supplemented by specific missions assigned by public authorities. In particular, the Agency monitors scientific, technical and ethical advances, and oversees the Charter for the Responsible Development of Neurotechnologies.

The Agency's legal framework and missions

Since 2011, the French Bioethics Act has entrusted the Agence de la biomédecine with the task of keeping Parliament and the government constantly informed about the development of knowledge and techniques in the field of neuroscience. As part of this role, the Agency keeps a scientific watch on research conducted in France and abroad. It regularly reports to the public authorities on scientific, ethical and regulatory progress and issues, drawing on the expertise of recognized experts in the field. Since January 2025, the Agency has also been piloting the Charter for the Responsible Development of Neurotechnologies, initiated by the French Ministry of Higher Education and Research. This mission supports political decision-makers in adapting legislation to scientific and societal developments.

The legal framework for the Agence de la biomédecine's activities in the field of neuroscience is based on Article L. 1418-1 of the French Public Health Code. These provisions are set out in detail in decrees, orders and circulars. The Agence de la biomédecine oversees the implementation of these texts, supports healthcare professionals and provides resources to ensure optimal compliance with regulations.
