Ministerial plans

Ministerial plans, developed in close collaboration with all stakeholders, demonstrate the French Ministry of Health’s commitment to the Agence de la biomédecine’s areas of expertise. They provide clear direction to support the development of medical and scientific practices in the agency’s areas of intervention, while promoting regional oversight in order to ensure that the measures are implemented in a manner appropriate to the different regions and the needs of patients.
An unprecedented impetus for organ and tissue transplants
The collection and transplantation of organs and tissues, listed as a national priority in the law, receive increased attention as a result of the 2022-2026 Ministerial Plan. For the first time, this plan is supported by €210 million of additional financing, thereby increasing the total investment to €2 billion. The Ministry is committed to supporting healthcare professionals and institutions, while meeting the high expectations of patients for this unique therapy. This plan, which seeks to revitalize transplantations after the Covid crisis by establishing business growth corridors, seeks to obtain 20% of transplanted kidneys from living donors by 2026. It introduces five innovative measures, deployed across nine strategic focus areas, with targeted actions aimed at developing transplantation.
Bone marrow transplants: a clear five-year roadmap
The 2022-2026 ministerial plan for hematopoietic stem cell (HSC) collection and transplantation sets out seven strategic guidelines aimed at strengthening the sector as a whole. It seeks to ensure access to all sources of grafts, improve collection conditions and donor monitoring, maintain the quality of data on registers and strengthen biovigilance. The plan also seeks to maintain high-quality access to allografts, adapt funding and improve communications on donations between unrelated persons. Emphasis is placed on donor diversification to better reflect the diversity of the French population and on strengthened regional oversight to optimize actions that promote bone marrow donations, collections and transplants.
A new impetus for human reproduction, embryology and genetics
The 2022-2026 Ministerial Plan for Human Reproduction, Embryology and Genetics responds to the major changes introduced by the 2021 Bioethics Law. This law extends medically assisted reproduction (MAR) to female couples and single women, while highlighting advances made in the field of genetics. The plan is focused on reducing access times to care, strengthening the registry for MAR with third-party donors and achieving national self-sufficiency in terms of gamete donations. Organised around five key areas, it focuses on equal access to care, quality and safety, the evaluation of activities, anticipating technological developments and communicating on the provision of care.
